The idea in one picture

"Clean the whole house" feels impossible to start. Where do you even begin? But if someone hands you a list: "1) pick up the toys, 2) vacuum the living room, 3) wash the dishes, 4) take out the trash," suddenly it's easy. You just do step 1. Then step 2. Each step is small enough that you're never stuck. A good agent does exactly this for itself: before diving into a big goal, it writes its own list of small, doable steps.
