Picture a bowling alley on a kids' birthday. The staff raise the bumpers along the lane, so no matter how wobbly a throw is, the ball can't roll into the gutter. The bumpers don't turn anyone into a champion bowler; a bad throw is still a bad throw. But they make the worst outcome, a total gutter ball, impossible. Guardrails for agents work the same way. They don't make the agent perfect or smart. They simply make sure that when it makes a mistake, the mistake can't be catastrophic.
