In one picture

A restaurant can work in two ways. Either the chef improvises every dish from memory: fast on the first day, impossible to reproduce when they leave. Or the kitchen keeps a recipe book: anyone reopens the book and makes the same dish again, and every recipe change is dated and reviewed. Grafana's provisioning is the recipe book: at startup, Grafana reads YAML and JSON files and creates the data sources and dashboards itself. The kit never asked you to click Add new connection: everything was in the book.
