At level 1 you counted requests. At level 2 you answer the questions a service owner asks: "how long do the slowest 5% of requests take?", "what are the three most requested routes?", "what is the error rate per route?", "was it better ten minutes ago?", "has the API disappeared?". Each question has a PromQL tool, and each tool has a label rule which, if you ignore it, produces an empty or wrong result without warning.
