A baseline is the simplest possible model you build first, just to have something to compare against.
Imagine it like this: Before bragging that you run a mile in 4 minutes, you need to know: is that really fast? You'd compare it against a simple baseline, like "the average person's time." Without a baseline, "4 minutes" doesn't mean much on its own.
